ebm-papst offers a wide range of DC axial fans from 25 mm to 280 mm in size.  Many DC fans can be operated on voltages that are up to 50% lower and 25% higher than their nominal voltage (see voltage range in the data sheet). This allows the air performance to be adapted to the cooling requirements and the noise to be reduced, even if the fan does not have a control input.
